That's the word on the forums.
Now, it never occurred to me to do this... but it appears to be a common practice to dump your mandatory non-end building tier zero power to then use that power point for a tier 1 power(since you are only limited to 14 powers and only 10 respects).
However, the costs for this are now dramatically higher... something in the order of 15 silver at level 6.
Now, I also hear that you can do it if you sell all your tutorial loot. Keep that in mind.:pirate_cheer:
