I need a good (free) program or procedure to optimize my computer especially Internet connection.
If you know of a good overall PC Optimizer. Please let me know

t'aint no such thing.
There are download managers that will try to download the target file multiple times at once, each taking a different part of the file, but this doesn't work very well anymore; most server have blocks in place to prevent it.
For anything like IMs or webpages, they are so small that staggered parallel downloading slows it due to the extra overhead.
Best you can do is set up a local DNS (and/or HTTP cache) server, and pray your ISP keeps their links efficient.

I've used in the past a web site called blackviper.com
He explains how to turn on and off certain features of Windows to make it run better.

There are things you can tweak and turn off/change to optimize your system a bit. Autoruns will take care of some of that. TweakUI can take care of other bits. Otherwise, just do some research on the web about optimizing your operating system (whatever that is).
You can't really optimize the Internet, though, as it pretty much isn't under your control.

One thing you can do is go through and disable any services you are running that you don't need. This all depends on what you use your system for as to whether you need the service running or not.
